Why is my laptop getting hot and the fans spinning when there is only 3 percent of cpu being used via TaskManager?

Why is my laptop cooking and the fans up while only use 3-6 percent of cpu? is it background stuff that doesn't show on TM?

It's a 1165G7, 64gb of ram and Xe graphics and it's 5 and a bit years old.

It's been opened very regularly and cleaned. and I do use it on my lap at times yes. but the air intake exhaust is open. I make sure it's positioned where it can breathe.

Not often as this does not happen often, but every now and then, I will have the system on with nothing open and the fans will ramp but no processes are going on. like 3-6% cpu/gpu usage. Meanwhile when I am editing photos and actually doing stuff, it will stay cool and quiet.

I would boot up, sign in and launch Task Manager and then leave the laptop idle and set to 'never' for display, disks etc so it stays awake. Wait for the fans to ramp up and then look to see what's happening. I suspect some automatic housekeeping.

Going by system two you have listed.

I would run a temperature measuring App on it, I use CPID HWMonitor but any one would probably do.

The Task Manager is sampling so may not catch the peaks of usage, you can change that in TM to a small degree > settings gear > Real time update speed.

The iGPU is just as important as the CPU these days depending on the content you are running.

The manufacturer, Dell, will have set the TDP (12-26 w) to align with the cooling solution.

Re-pasting of the CPU+GPU cooling plate may not have been done efficiently.

Fast charging of the Laptop battery can cause considerable heating as it is not a 100% efficient process.

I bet after so many years and because you use it on your lap the thermal paste has dried. Instead of creamy it is now brittle and the heat dissipation is very low. You have to clean any residue of the dried thermal paste and apply fresh. Don't overdo it, otherwise the hot air will have no escape (green house effect). Put just a little the size of a pea at the middle and it should spread when reattaching the heat sink. While you are at it, also check if you have to replace the thermal paste for the graphics card as well and use a painter's brush or toothbrush to remove as much as dust as possible inside before blowing it again. Needless to say that blowing it open is more effective than just blowing air through the slits.

Assuming it is a Windows bug and not actual overheating. I would not bet on that. Open your laptop, replace the thermal paste on both the CPU and GPU and remove as much dust as you can. If you still have issues, THEN I would suspect some Windows bug.

I notice something similar to this running W11 on a Dell Vostro laptop from 2012. Lots of fan activity at times even when idle and you think 'what the heck are you doing now...' I also find that if I open task manager at that point to look it usually all goes silent, it knows its being watched. I wonder if it is some kind of background maintenance going on.

A more modern Dell Precision Workstation laptop sees the fans silent and not running 99% of the time, so much so I wondered at first if there was a problem and had to start running a few things at once to get them to spin up. Why such as difference between two machines I don't know. An old Acer (now scrapped) was the same, fans in take off mode for a lot of the time.

If you are sure it's not overheating, then update everything, your BIOS, the drivers, Windows and see if the issue persists.
