Solved Win 10 to Win 11 - Win 11 Health Check says PC is compatible, Windows Update says it is not

Hello, first time poster, hope this makes sense, I will try to keep it concise.

I have been working towards transitioning from Win 10 to Win 11. I finally got past the issue with changing Legacy to UEFI (not having realised that my OS was in MBR rather than GPT). This was the one item that, according to the PC Health Check App, was holding me back.

But now I have arranged at a strange impasse. The PC Health Check App is now happy and says I meet all of the criteria: "This PC meets Windows 11 requirements". It has the green tick, and if I click on 'See all results' it lists them all out with a pass mark.

However, it was a false dawn - the Windows Update page disagrees, and continues to say (after re-starting, just to check): "Your PC doesn't currently meet the minimum system requirements to run Windows 11". I have attached a screen image of both messages.

This is disappointing, to say the least.

I have manually checked against the 'Windows 11 system requirements' link on the Windows Update page. As far as I can see, the PC now meets all of the requirements.

What to do? I tried looking in various help forums but no-one seems to be highlighting this exact issue. I found a number of threads where people were wondering when the Windows Update page would present them with the update for Windows 11 - and there seemed to be a difference of opinion as to whether this happens straight away or you have to wait for an unknown period of time.

So my questions are: (1) Is that the issue and I just have to wait until the update arrives, or (2) Is that fact that I get conflicting messages between the Health Check and the Update Page a separate problem that somehow needs to be solved, and (3) If so, how?

Any ideas and wisdom would be greatly appreciated, thank you.

download the Windows 11 24H2 ISO from Microsoft
once downloaded double click the ISO which will open and mount ISO in Explorer

within the mounted ISO is setup exe, double click this and the upgrade will begin
hint, disable 'check for updates' as this can take a very long time to complete.

note
if that fails you can download Rufus and burn the Windows 11 ISO to USB
and then install from the USB stick to upgrade your system.

Hi Steve, and thanks for your reply. I shall take that advice on board.

I guess what I am wanting to avoid is the possibility of an unsupported system if I upgrade to Win 11 whilst 'something official' is suggesting it is not in a ready state.

Did you have any thoughts about the contradictory messages/is this something you have heard of before?

If it's about the PC in your signature - the Ryzen 5 2600 CPU - is supported, and same goes for the Motherboard TPM (this two - are the main requirements verified for Win 11 support). But maybe your TPM is set to Discrete - so switch it to Firmware TPM like so...

(click on link - will take you to YouTube video -its owner doesn't allow external sharing).

...and also click on the Boot tab - and make sure it's set to Boot Windows (not Other OS - if set to that). This two settings it's what usually confuses the Windows update check (since Windows 10 - didn't have this requirements - so it worked even if set that way).

Thanks for that neves. I checked both of those items and they are both set how you recommended already. It's good to have the confirmation though.

The extra information on that Windows Update page only gets updated when you check for updates. Try clicking 'Check for updates' and see if it changes.

If not, then Windows has not yet re-run its internal check for compatibility. These results are held in the Registry under:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\TargetVersionUpgradeExperienceIndicators

The keys GE24H2 and (if present) GE25H2 are the latest test results for Win11 24H2 or 25H2. In each, the value of DataExpDate shows the date after which Windows will check again. The RedReason value lists the current failures to meet W11 requirements.

Delete the GE24H2 and GE25H2 keys then restart the PC. Within a day or so it should have re-run the checks. If you have successfully met all W11 requirement you should then see the upgrade offer appear in Windows Update.

If you can't wait, then just download the Win11 ISO and manually run an in-place upgrade, as XxXxX suggested in post #2. It will either work, or tell you why you haven't yet met the requirements.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

Hi Bree, thank you for your advice. I was trying to balance being concise with giving the life story of what I had done.

Yes, in my excitement/hopefulness/expectation, I had run the Check for Updates a number of times. I shall have a looksee in the Registry Values that you mentioned however, to see if that clears things up a bit for me. Thanks again.

Hello again. Just want to check, re this part: "delete the keys". Do you mean, delete the data (in each case, the date) OR do you mean highlight the DataExpDate entry, and choose delete?

So far, I have only removed the date for each entry (example below):

And the RedReason for each entry says UefiSecureBoot:

No, I mean delete the whole GE24H2 key in the left pane. Windows will recreate it when it next runs the checks.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
No, I mean delete the whole GE24H2 key in the left pane. Windows will recreate it when it next runs the checks.

It seems like your advice was the one that was most on the money to address the actual problem (the inconsistency in the Windows messages) - as this morning I have re-run Windows Update and have seen the screen I have been aiming for.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.
