FYI, Win 11 Pro 22H2, 22621.1702, Windows Feature Experience Pack 1000.22641.1000.0
Install of KB5027231 prevents restarts and shutdown.
Uninstalling this update allows me to restart and shutdown normally.

Disable fast startup to see problem resolves.

To disable Fast Startup on Windows 11, open Control Panel System > Hardware and Sound > Power Options > Choose what the power button does, click on “Change settings that are currently unavailable,” turn off “Fast Startup,” and click “Save.”
