Win11 can't drag onto taskbar, hover maximizes an open app, and drop?

Say, dragging a file from file explorer onto open media player app, hover and it'd open, and then drag and release in the media player.

Recent w11 seems to disable this funcrionality?

Works for me just fine, but I never used that feature. So much faster just double clicking the file in File Explorer.

I drag files into IrfanView's open window all the time, works like it always did. I just tried dragging an MP4 file onto VLC Media Player, it happily started playing.

Since I'm on 25H02, I don't think they've removed the feature.
