[Win11] Malware disabled Windows Defender, Update, Media Creation Tool, System Reset and everything else...

My brother downloaded a game from a shady piracy site and disabled defender's real time protection so it can install. Now it's impossible to turn on defender. It says your IT admin won't allow it blah blah and I am 100% sure I tried everything possible to fix that. On top of that, windows update doesn't work. For example I tried the option to "repair this pc with windows update" and it just says failed: unknown error 0xHexcode and when I Google that hex code I get no proper solutions. So I tried going into advanced settings and saying "Reset this PC" but it gets stuck at 0%. I have (a relatively fast) internet connection and a legit outlook account that's the admin of this PC. I tried a clean install of windows by putting the win11 installation media on a bootable USB stick with the media creation tool and going to boot options of my PC (or from the advanced settings vice versa) and selecting to boot from 32gb sandisk but it never boots. I tried opening the setup.exe on the very same usb disk but the setup.exe won't run even as administrator. I don't have money to take it to computer repairman so any help is appreciated.

I don't know my win11 version and I am not at home so I can't check it right now... I think it was something like 2H24.

How did you burn the Windows 11?
On a different computer, reburn the Flash drive. If your flash drive won't boot, it is not burned correctly.
Try burning with Rufus. Rufus - Create bootable USB drives the easy way

Boot into the Bios, Go to Boot tab. Is the computer set as the newer UEFI Bios? You can add CSM/Legacy Boot to the computer if your flash drive is initialized as the older MBR Bios, instead of GPT for UEFUI Bios

When you Reset the PC (Keeping Files) how long have you waited for it to start? It may take up to 10 or 15 minutes to move from 0%

If reset won't work from within windows boot from windows install usb drive. Select repair this computer. It puts you into recovery where you can reset.
There's more than one way to skin a cat. (apologies to my baby Andy and all the other felines in the world.)

Burn the ISO using Rufus (As Spunk mentions)
Open the USB in Windows File Explorer, right click on the setup.exe and choose Run As Admin.
If this works, you should be able to keep your stuff. Hopefully.

In-Place Upgrade: Option Two


If your PC is Windows 11 ready, you can just download the ISO, mount it, run Setup.exe as Admin..
If your PC isn’t Windows 11 ready, use RUFUS to create the install media, open the USB, run Setup.exe as Admin
