Window Size/Positions Have a Mind of Their Own

I've been dealing with this hair-pulling behavior ever since my latest reinstall of Windows 11 that is absolutely driving me nuts!

For some reasons, certain Windows apps won't respect the state that I leave them in. The Photos app will not stay maximized after restart, no matter if I use the maximized button at the top right, or just manually resize the window to full screen. It always wants to default back to whatever it feels like. I've tried everything, even the old shift+close trick

Or like if I use the Snipping Tool to grab a screenshot, the window starts slowly creeping upwards toward the top of the screen at each new load. Meaning, it'll be in one spot on the middle of the screen at one use, and the next time I open it, it'll be slightly higher. Eventually, the toolbar menu is entirely cut off at the top of the screen! Why oh why...I will never understand this behavior.

I've already tried uninstalling both, and reinstalling via the Microsoft Store, but nothing works. Is this a sign something in my new Windows install is corrupt? It's not even a few weeks old, and has been happening from the start! ! o_O:mad:

For me, UWP apps do not open the way I left them either.

The more I read, I see others are having this issue (especially with Photos not maximizing) and it's a bug inherit in Windows (possibly from an update). Is there a work around or some way I can force specific programs to load maximized (even when Windows is buggy and won't do it automatically)? Or perhaps a registry edit that I can target just the Photos app (and force it into "always maximized" mode)?

Strange, but I don't have that problem, so I can only conclude it's not a problem in Windows 11 Core.

    Given to me as DEAD, and irreparable.
    Rebuilt with Gigabyte mobo, AMD cpu, 16GB ram and 500GB Crucial SSD.
Strange, but I don't have that problem, so I can only conclude it's not a problem in Windows 11 Core.

I wish it wasn't the case, but seems to be widespread. Weird, because on my old computer a few months ago, this wasn't a problem at all on Windows 11. Only after the most recent reinstall.

But this link on the Microsoft forums shows lots of users suffering from this, starting in May and as recent as August. :oops:

I have 6 monitors and it doesn’t seem to affect it.

The only problem I've had, remotely related to this issue, is my Windows version just could not seem to deal properly with mixed resolutions, 4K monitor per se..., I've since upgraded all 4 of my monitors to normal resolution ultra-wide's, haven't had a problem since.
