Windows 11 Pro v 22H2 (Build 22621.1485)
I will be doing a clean install of Windows 11 in the next couple of weeks.

I normally clean install off-line; that is, I do it without an internet connection.

Will this still be OK for Windows 11?

You can clean install Windows 11 Pro without internet connection, you will have option to create local account.

Doing it online allows Setup to check for and install updates as part of the install process, rather than having to check for updates after the install is finished. It also, of course, is required if you intend to set up the initial account as a Microsoft account.

Pro allows the option to skip connecting during Setup and to choose between an offline account and a Microsoft account. The Setup for Home does not, it won't let you skip the checking for updates part. And once connected Home will only allow you to create a Microsoft account as the first user.

Actually, @Bree, you can skip the network connection dialog in any version of Windows 11 setup, including home. When you get to the screen that wants you to connect to a network, press Shift + F10 to get into a command prompt. Then open task manager with taskmgr. Click on More Details. Scroll down to the Network Connection Flow process and end task. The network connection screen will change to the screen to accept EULA.

You can use a non-Microsoft email to complete setup with a local account instead.

Yes, there are workarounds if you know where to look. It remains though that MS wants to make it impossible for the average user to avoid using an MS account if they have just bought a PC with 11 Home installed.

Yesterday I installed Windows 11 Home. I had to begin the install with the Internet connected. When the prompt came up to log in or create a Windows account I disconnected the internet. I then hit the back arrow at the upper left. I was then asked to create a local account. After that was done I reconnected the Internet.
