Windows 11 explorer crashes for me when hovering over snap layouts. Every time. This is on both my machines.

Is anyone else having the same issue?

Searching says to turn off fractional scaling but I don't want to do that.

I did. But I would like to be able to use them!

I snap windows manually, I find the hover things annoying!

I'm not having that issue that I know of. That's something to report to the Feedback hub if you've not already done it.

You don't say what version of Windows 11 you are running (or on what hardware) which would help.

I agree, hover layouts are annoying. But then, Dinosaur that I am, I find 99.99% of new (time-saving) user-friendly features to be annoying. I mean, if we are becoming so lazy and ill-informed that we need our computers to do everything for us in lieu of actually thinking and doing something, wow! :)

I had the same issue and the scaling was the problem, apparently 110% makes your windows crash for a bit, I ended up disabling the layouts.
