Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 23575 to the Dev Channel. There will not be a SDK release for this build.

Changes and Improvements

[Start menu]

  • We’re trying out grouping recently added apps on your PC into a folder under the Recommended section of Start with some Windows Insiders in the Dev Channel.

Fixes

[General]

  • Fixed an issue which was causing certain games to fail to launch with a 0x1 error in the last 2 Dev Channel flights.

[Copilot in Windows*]

  • Fixed an issue causing some Windows Insiders in the Dev Channel using the Home edition of Windows 11 Insider Preview builds to find Copilot in Windows has disappeared from the taskbar.

[File Explorer]

  • Fixed an issue where hovering over the first picture in Gallery would make a tooltip appear that would never dismiss.
  • Fixed an issue where closing File Explorer could cause an explorer.exe crash sometimes.
  • Did some work to improve the performance of opening the context menu.
  • Fixed an issue where the second time you opened dropdown menus in File Explorer, you wouldn’t be able to scroll it with touch.

[Settings]

  • Fixed an issue where Settings Home might show a prompt to sign into your Microsoft account, and fail to sign in if you tried to use it, even though Settings itself showed you were already signed in.

[Task Manager]

  • Fixed an issue where the dropdowns in settings would float up the screen if you scrolled.
NOTE: Some fixes noted here in Insider Preview builds from the Dev Channel may make their way into the servicing updates for the released version of Windows 11.

Known issues

[Copilot in Windows*]

  • When first launching or after refreshing Copilot in Windows while using voice access, you’ll need to use “Show grid” commands to click in the “Ask me anything” box for the first time.

About the Dev Channel

REMINDER: The Dev Channel has been rebooted. Windows Insiders who were in the Dev Channel on 25000 series builds have been moved to the new Canary Channel. Going forward, the Dev Channel will receive 23000 series builds. Insiders who were moved to the Canary Channel and want to move back to the Dev Channel can follow these instructions to do a clean installation of Windows 11 and then re-join the Dev Channel to receive 23000 series builds.

The Dev Channel receives builds that represent long lead work from our engineers with features and experiences that may never get released as we try out different concepts and get feedback. It is important to remember that the builds we release to the Dev Channel should not be seen as matched to any specific release of Windows and the features included may change over time, be removed, or replaced in Insider builds or may never be released beyond Windows Insiders to general customers. For more information, please read this blog post about how we plan to use the Dev Channel to incubate new ideas, work on long lead items, and control the states of individual features.

In some cases, features and experiences may go out to the Canary Channel first before going out to the Dev Channel however the Dev Channel will provide better platform stability. As we get closer to shipping, some features and experiences will also make their way to the Beta Channel when they are ready.

The desktop watermark you see at the lower right corner of your desktop is normal for these pre-release builds.

*Availability of Copilot in Windows:
Copilot in Windows in preview is being rolled out gradually to Windows Insiders in select global markets. The initial markets for the Copilot in Windows preview include North America, United Kingdom and parts of Asia and South America. It is our intention to add additional markets over time.

Also, the IsUserEligible from regedit was 0. I changed it to 1, restarted, checked again and it got reverted back to 0.
That ID is fine even if it does not need the 2 extra with priority (8) and (12)
The problem is the registry changing back to 0, I think it only stays on when you use the MS account and stays on even if you revert back to Local account.
Also, there are more than 1 entry IsUserEligible in 2 different places in the registry. One in HKEY_CURRENT_USER and another in HKEY_USERS.

Thanks for all of this help. I tried to enable the 2 IsUserEligible and 2 AllowCopilotRuntime keys in both HKEY_CURRENT_USER and HKEY_USERS reg trees. All 4 were disabled after a restart 😄
I think the issue that I have to use a MS account.

Yes, that is the issue.
I tried to find what else they change when using the MS account that keeps those registry entries IsUserEligible from reverting back to 0.
But I could not figure it out. After I changed to MS account Copilot became available and when I reverted back to local account those registry entries IsUserEligible remained set at 1. The AllowCopilotRuntime is still at 0 even when Copilot is available, apparently is not needed. 🤷‍♂️

Here is where I changed it to a MS account and then back to a Local account.
I had to use account verification when I switched to MS account.

This is interesting.
MS just disabled this ID on my Beta Build 22635.3552, this was available before today.
You can see that they disabled it using that Priority:dynamic (6) 😂😂🤐😜🤷‍♂️

So, I enabled it again with piority:test and rebooted, Copilot was back again. 😂😂😂😂🤷‍♂️
IsUserEligible set to 1 in two registry locations, see last 2 shots.
