All other drives should be disconncted when clean installing windows. This guarantees Boot configuration data will be on the proper drive.
During the install process, all existing partitions on the drive should be deleted resulting in all unallocated space. Choose to install windows on the unallocated space. The install process creates the proper partitions in the proper order out of this unallocated space. See this tutorial step 10.

Lol, thanks glasskuter for your guidance. It's odd you know because about 10 nanoseconds after I posted this query the fog lifted and I knew exactly what to do. Delete the two offending partitions and assign the unallocated space from both to C and Voila all done

Yup. I've done exactly that with no issues. Minitool PW free is a great tool in general.
