Windows 11 Performance Variation in Certain Applications on Compatible AMD Processors

This documentation provides information on known performance impacts reported on Windows® 11 when running compatible AMD processors on certain applications.

Issue Description​

AMD and Microsoft have determined that compatible AMD processors may exhibit reduced performance in certain applications when running Windows® 11.

Known Performance Changes​

Impact​

Resolution​

Measured and functional L3 cache latency may increase by ~3X.
  • Applications sensitive to memory subsystem access time may be impacted.
  • Expected performance impact of 3-5% in affected applications, 10-15% outliers possible in games commonly used for eSports.
  • A Windows update is in development to address this issue with expected availability in October of 2021.
UEFI CPPC2 (“preferred core”) may not preferentially schedule threads on a processor’s fastest core.
  • Applications sensitive to the performance of one or a few CPU threads may exhibit reduced performance.
  • Performance impact may be more detectable in >8-core processors above 65W TDP.
  • A software update is in development to address this issue with expected availability in October of 2021.

Additional Information and Workaround​

AMD and Microsoft are actively investigating these known issues for resolution via software updates. This knowledge base article will be updated to include version numbers and delivery vehicle(s) when they are available. In the interim, customers using compatible AMD processors affected by these issues may continue to use a supported version of Windows® 10.

Of course. Just after I installed Windows 11 on my gaming rig. This comes out. How come this wasn't pick up on all the testing and so called QC before releasing Windows 11. FML

It was reported multiple times during testing. But as always Microsoft does what Microsoft does.
Alot of people was expecting another test build before release.
There is a newer internal build being testing now.

My benchmarking didn't show any substantial loss of performance, 2D benchmarks show a little drop (about 10%), 3D a little gain. CPU is at par with W10, only Memory ha some drop mainly because of high L3 cache which was a problem with W10 for some time but was fixed lately.
I don't play any of newest AAA games due to sub par GPU but older games still get 100+ FPS. I did notice a bit higher CPU temps though. Ryzen,prior to Zen3 is pretty sensitive to temps, anything over 70c starts limiting boost (100-200MHz for every 1c over) but by opening room to cooler temps it stayed under 70c with full possible performance.

This pretty much depends on which stage of 11 you are on. The L3 issue has been fixed as on the Dev build,

Nothing noticed here either, if anything Benchmarks are slightly up on Win10, no temperature issues, CPU a Ryzen 7 3800X stays around 64°C under load after dumping the noisy stock cooler that came with and putting something a bit more up to the job that I had spare plus 5 case fans helps.
There is no date on that Announcement, could have been yesterday, could have been a month ago and it's been fixed, not going to worry about it.

What I discovered, though, is that I need more fans in my system. I only have the stock fan and one exhaust fan. Load temp has never been an issue with the programs I run. Under an extended load using CinebenchR23, my CPU got up to 80C and still had 8 minutes left in the test. The max load temp should be 75C. I decided it was better to discontinue the test. I could envision my system shutting down due to overheating. Or exploding, which would result in a shut down.

I could envision my system shutting down due to overheating. Or exploding, which would result in a shut down.
Actually for best boost frequencies, temps should be held under 70c. May be you should run those benchmarks and save results before MS fixes things. Also note temps while testing.

I actually ran PassMark on 10 before upgrading and again afterwards, no obvious difference then and still no difference now.
There was a difference running UserBenchmark in that it was slightly better on 11, not that I rate that as a particularly accurate test of anything other than a before and after test.
CPUz no noticeable difference.

Hmm, I binned the Ryzen Stock Cooler as it wasn't that efficient and was noisy and replaced it with an Akasa AK98 cooler salvaged from an old system, keeps my Ryzen 7- 3800X at around 65°C under load, the 5 (very quiet) Case fans probably help as well.

It appears the AMD changed the specs of thier coolers between Zen1 and Zen2 Copper core replaced with Aluminium.

What I discovered, though, is that I need more fans in my system. I only have the stock fan and one exhaust fan. Load temp has never been an issue with the programs I run. Under an extended load using CinebenchR23, my CPU got up to 80C and still had 8 minutes left in the test. The max load temp should be 75C. I decided it was better to discontinue the test. I could envision my system shutting down due to overheating. Or exploding, which would result in a shut down.

If you are going to buy new FAN/cooler, do not forget to verify if they fit your current case.
AMD CPUs likes coolers with concave foot/plate or at least flat, convex is the worst for AMD.
The differences we see in different tests can be from variation in the CPU heat spreader and cooler plate/foot.

In this test below the might NH-D15 is at vantage, this is the expected behavior, but the Dark Rock Pro 4 is more silent.

AMD put out a statement on social media, which surfaced on Reddit. The company stated that patches for the two issues have been developed, and specified dates on which they'll be released. The patch for the Preferred Cores (UEFI-CPPC2) bug will be released on October 21. Customers can request the patch even earlier. By "customers," AMD is probably referring to big enterprise customers running mission-critical applications on Threadripper or EPYC-powered workstations. The L3 cache latency bug will be fixed through the Windows Update channel, its release is scheduled for October 19.

My benchmarking didn't show any substantial loss of performance, 2D benchmarks show a little drop (about 10%), 3D a little gain. CPU is at par with W10, only Memory ha some drop mainly because of high L3 cache which was a problem with W10 for some time but was fixed lately.
I don't play any of newest AAA games due to sub par GPU but older games still get 100+ FPS. I did notice a bit higher CPU temps though. Ryzen,prior to Zen3 is pretty sensitive to temps, anything over 70c starts limiting boost (100-200MHz for every 1c over) but by opening room to cooler temps it stayed under 70c with full possible
Exactly, My pc is running like butter. No lag my way and I have a new PC with all AMD parts.

I don't know if I am the only one. But when running Corsair icue for my RGB lighting. My system will lag for a second. Until I end the task. It might have something to do with the CPU bug and Windows 11.
