Windows 11 upgrade experience with roaming profiles

We've recently completed upgrading our fleet of Windows 10 machines to Windows 11, and it has been one of the most challenging rollouts I've experienced.
  • About 50% of systems upgraded successfully via WSUS.
  • Roughly 25% refused to upgrade through WSUS, so we had to enable dual scan and upgrade them through Windows Update instead.
  • The remaining 25% wouldn't upgrade via WSUS or Windows Update, and we were forced to use a Windows 11 ISO for those.
To make things worse, around 10% of the upgraded systems have experienced serious performance issues post-upgrade. In those cases, we've had to rebuild their roaming profiles to resolve the problems.

Has anyone else run into similar issues during their Windows 11 rollout?

Normally, if Win 10 is 100% compatible (TPM enabled and UEFI - GPT) and C: has a big free space, upgrade goes well.
Did you upgraded to 23h2 or 24h2?

We’re upgrading to version 23H2. We’ve also noticed that quality updates are showing as "not needed" on Windows 11 machines (in WSUS). This appears to be related to our existing GPO settings, which previously worked without issue on Windows 10.
