Windows can't display wallpapers in order (consistently)

So, not the biggest problem ever reported, but I have a lot of wallpapers and I have my Personalization > Background settings to do Slideshow > Change picture every 1 Day > and Shuffle is OFF.
The system goes about 3 days in order (alphabetical) and then reverts back about 3-4 days rather than just doing the next one and the next one.
Any ideas of what could be causing this behavior?

I Shut Down at the end of every day, sometimes a few times a day.
Fast Start is disabled.

Having the same issue I downloaded Bing Wallpaper, however you can not choose your own spotlight Images.

Alternatively you could refresh spotlight.

Open command prompt as administrator, and type in powershell.

Next type

Batch:

Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

The chances of that working are low, but that is the only thing I could think of to be honest (even then, I had to do my research and steal that command.

Tried it. No joy.

Now it doesn't know what a day is. Changed twice today.

Mine is set to change once daily with random pictures. It never changes at the same time and it sometimes changes multiple times per day. This is nothing new. Win 10 behavior was the same.

No, this is something new. My W11 was working just like W10 - not like 'clockwork', but OK. This is new behavior that started recently - maybe after one of the recent updates. It's losing track of where it is in the order. It never did that before, and neither did W10.

P.s I'm not sure why online the reviews show 4 stars, but in the store app they show 2.8? Also - I tried the app, and found it good, so don't see the reason for the bad reviews..
