Solved Windows keeps disabling turbo mode

I have no idea why this keeps happening
It doesn't matter if is am running the balanced power plan or high performance,at some point it disables turbo mode and never enables it again

You can say it's thermal throttling but it's not
The max temp reached according to ThhrottleStop from when the turbo mode was on until it was off was 80c
The current temp on all cores is between 45-52c and the cpu is running at 2ghz max on the P cores and 1.5ghz on the E cores

I get an expensive laptop with powerful cpu and gpu(RTX 4070) just to run at base clock which cases fps drops bellow 60 sometimes on not very demanding games

While gaming if the cpu clock speed is actually for example 3 or 4ghz,everything runs smoothly an loads fast
Sometimes when it runs at base speed it feels like I am using my old laptop that had 2.6ghz max non turbo speed

6700HQ vs 14700HX
1060 vs 4070
The difference between that hardware is massive and when the turbo is not running,it feels like a waste loads of money to get the same performance like on my old laptop

Just for example,I run pcsx2(I PS2 emulator)and configure it run using the cpu as much a possible
When turbo is disabled,it runs at 250fps
When it is enabled,it runs at 520fps

On pc games,the speed often drops bellow 60 when turbo is disabled and runs way above 60 when it's not

All you are doing is observing how modern CPUs work, they only increase clock speed(turbo) when necessary.
This in part is to keep average power lower, vital on Laptops with limited cooling.
They cannot be run at max turbo continuously they would get too hot.

It is better to use something like CPUID HWMonitor which captures the clock speeds over time and thus will capture the Min and Max frequencies in a session stored in the display columns of the App.

With your lack of knowledge on CPUs and software testing Apps & methods, you should not be running Throttlestop, even more so with a Laptop.
I do not know the sampling frequency of Throttlestop so it may simply miss the max turbo frequency so you cannot assume the CPU only going up to 2 GHz.

Well, exactly, you get more fps when turbo is on, it is doing the job it should be doing.

But when it gets disabled,it never gets enabled again unless I manually do it.
Even after I stop playing games or doing heavy tasks that increases the temp,if I leave the laptop idle for a long time to decrease the temp bellow 50,it never gets enabled

When I start doing heavy tasks while the temp is 50 or bellow,it never gets enabled automatically

this maybe of help.

first ..
change this registry entry so that in the advanced power settings a new menu appears for adjusting the Intel Turbo Boost settings.

Using Registry Editor, go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\be337238-0d82-4146-a960-4f3749d470c7 and in the right window select Attributes.
Modify the value of "Attributes" from 1 to 2. Data should read “0x00000002 (2)”.
This will uncover a hidden power option in the advanced power settings. This should be instant no re-start needed.

then open advanced power settings.
control panel > power settings > change power settings > advanced power settings

when the advanced power setting window opens go to and click the CPU settings and at the bottom of this menu will be the Turbo settings. in there will be several settings for the Intel CPU Turbo Boost which should enable CPU Turbo Boost permanently.

Yeah that does not sound right. It should boost back once temps are good again.
Did you check if there is maybe a bios update? And latest chipset drivers from manufacture website.

Wow, interesting. Here's what I got in the image with that reg tweak; course now I'm not sure what the best setting is with this new option I haven't seen before LOL. It was set to aggressive by default but I turned the on battery down to Efficient Enabled. Very interesting though.

then the last thing i can think of is to check the BIOS settings to see if the CPU turbo is set as enabled or any other settings that would relate to the CPU and/or turbo settings. as it seems not to be a system error then something else must be interfering with the turbo boost settings.

The bios settings are set to default and I don't have options to control the turbo from there

As I said, you should not be running and messing around with Throttlestop.

You have probably set something odd, and cannot get back again, self sabotage.

Laptop manufacturers set power policies in line with the CPU and their cooling solution.
I suspect that is why info in post #6 does not work. I do not know any finer details.

There is one way to get back, and that is to get the Recovery media from the Laptop manufacturer and restore it to original condition, pre-sabotage as it were.

There is nothing in the bios that allows me to unclock anything related to voltage or change the cpu clock speed

And also,the suggestion in post 6 just changes the mode you would change if you edit the power plan after to change the registry settings that allows you to view the turbo modes

When the temps reaches very high,windows disables turbo mode but the problem is,it never enables it again

On my old laptop with i7-6700HQ(much weaker cpu),I have never seen this happening and I have been using it for more than 6 years

They did change some things with bios for overclocking.. does not mean you did that, but perhaps there was an error in the other version of the bios, that could relate to this.

I did update the bios once at that time and when I did,I get the ability to change my usb devices while the laptop is in sleep mode(S3...I did not like at all how the modern sleep work(S0)work so I switch to the old S3)

And what does

exactly mean,is it disabling overclocking or fixes it to enable overclocking?

I would test atleast the newest bios to see if cpu boost works ok. Make backup of the bios, before flashing so you can put it back when it does not work.

so now we get to the problem, over heating, thats why turbo boost is being disabled.

there are two ways to look at this.
1. improve the cooling for the system/CPU/GPU/ram that you have.

2. replace the computer with one that has better cooling that meets your requirements.

these seem to be the avenues left for you to explore.

The last time I notest the turbo get disabled was when the max reached temp was just 75c(I used hwinfo)
I update the bios but there was no change
