Solved Windows Reset Shift F10 results in dead keyboard

During the Windows Reset process, after the keyboard type is selected, I type Shift F10. A command line window appears.

I want to type "start ms-cxh:localonly" but the keyboard does not work.

I back-arrowed to change the keyboard type and tried again. Both attempts (U.S. keyboard and Canadian Multi-lingual keyboard) resulted in a dead keyboard in the command line window.

When I press Shift+F10, I have to click inside the command window before I can type something, because the window hasn't the focus.
