Windows 11
I had this issue a while ago after an update. I restored the system to earlier point and Windows security worked again, even after the update. Now since a few days ago I have exactly the same issue.

What's going on? I tried all the uselless sh*t like reset , repair the app, scan the system and so on. Is it exppected that Microsoft will fix it with an update? I don;t use 3rd party anti virus. Windows 11 is a clean install. Not an update.

What can I do? Follow a list of a dozen links with instructions? Or just wait?

Can you reboot, then try to create a new user and see if the problem is not user data corruption?
or use admin:
(from command line) net user administrator /active:yes

You can try :
1. sfc/scannow within Windows Terminal (Administrative rights).
Or
2. Go to Settings-> Apps->Installed Apps
a. Here navigate to find Windows Security
b. Click the 3 dots and select Advanced Settings
3. Navigate to the Repair (Will keep data) or Reset (Will reset the Windows App deleting all the data).

Hope it solve it.

I tried (from command line) net user administrator /active:yes
but changed nothing.

But I think I was still the same account who was and is logged in.

To add a new user I really have to enter all the account information? Can't I just create a guest user?

Yeah that's what I can find everywhere. It does absolutely nothing. SFC/Scannow found some errors. But I don't know what to do with it.
A question: Was it Microsofts intention to destroy my system? I mean, It happens two times after a fresh install. Am I even secured now, or is this unknown?

I logged in as Admin. Same issue.

Edit: Now I logged in with my microsoft account. The default onw which I use all the time. I can open Windows Security, and all seems to be ok. But the icon in taskbar still has the warning sign.

Edit: Devices Security - Core Isolation has a warning sign. All I could do is click on Dismiss. Should I?

Finish with weird puzzles. I clicked on dismiss and the warning sign is gone. If this has something to do with UAC, yes I disabled it.

Windows Security LSA is off? Use the tutorial listed there.
I'm pretty sure LSA is completely useless. At least Micrsofoft destroyed it. And I don;t trut this hole farce anyway. What will bring the next update? More issues? Windows 11 is for people who like to solve puzzles. It's crap, that;s because it's free. Free crap.

Edit: LSA is activated but restart is required. For today, enough restarts.
