If you want this specific file to use for your startup sound, glasskuter's suggestion won't work. You have to copy the file in your Media folder, then I suggest you use a free program called Winaero Tweaker which makes it easy to change sounds on your PC.

Save the .wav file I provided to your Desktop so it's easy to find. Then open File Explorer, then OS (C):, then Windows, and finally Media. Copy the .wav file in this Media folder. Here is where you now need Winaero Tweaker. Google it and download the program.

Once you have Winaero Tweaker, open it and type the word sound in the search box (see the picture I provide below). You will now see Appearance \ Startup Sound. Click on that and you will see Replace startup sound as an option. Click on that. You will now have to go to the Media folder (as explained above) and choose the .wav file (Windows Startup Modified) you copied in that folder. Now you will see that Winaero Tweaker will tell you restart in order for this to work. Restart your PC from the program and that's it! You will hear the new sound when your PC starts up. (y)
