Windows update stuck pending download

I have a recently installed version of windows 10 on my PC. I've barely installed any programs and yet when I go to windows updates all the updates have pending download as their status. It got through a few and then got stuck. I've tried stopping services and deleting the Software Distribution Folder under windows and restarting. I've also tried the solution found here on this forum. I thought it may have also been my VPN (which it shouldn't be because it used to work just fine with windows updates) so I tried disabling that and it still doesn't work.
Once I reset windows update and the check for updates button comes back it just goes right into this pending download status again. Please any help would be appreciated.

1. You will need to fill out the system spec so ones will know what kind of hardware you have in order to give useful recommendation.
2. None of updates shown above are related to Windows OS. Updates from intel dated back in 1968. The rest of the updates are either from third party drivers or from some apps installed in your system. If the updates are still pending then clean up the Software Distribution will not help.

there is no way to pause unless I reset everything, which just puts me back into the same place as the image above after I click "check for updates". It's really not even started, it just says I need to download them, but for some reason fails to start them.

No, I did test using it to fix it as some people said there was a bug for some versions that turning it on or moving the slider for metered would fix it. But it didn't help
