Mostly just on commercial and high end models.

My TV cost over 1000 dollars and does not have a RS-232 port.

However, I know the code sequence you input on the remote to get to all diagnostics for the TV.

This article is typical ZDNet slop. Hey! Some TV's have RS-232 ports... but we won't tell you how to get started talking to the TV.

And all the GitHub repo's linked in the article have nothing to do with TV settings.

Well I do agree, they could have linked you to some useful articles on how to. Doing a search out of curiosity, I see there are some articles that give you directions on how to use this port & what you'll need to do things.
