    Fixed it with a simpler solution - copied the Windows Tools link in C:\Users\Default\AppData\Roaming\Microsoft\Windows\Start Menu\Programs to the equivalent folder under my User account. Anyone know why there's a blank Windows Tools folder in the Start Menu folder by default?
