Seems like StartMenuExperienceHost.exe reverts the layout back to Category option when registries from HKCU\Software\Policies\Microsoft\Windows\Explorer\ or HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\ are changed. More details can be found here.

@Brink hello, unfortunately nope. No jump list is displayed when you right click on a taskbar item if that option is not turned on.

I'm curious if there is a way to only enable Jump Lists and keep the other things off, like the Recommended items in the Start Menu.

Thank you for answering. The second line requires a restart to take effect, and it's efect is that the first line has no effect until the second allows it.
