I had Windows 7 retail key which I upgraded to Windows 10 with
Then upgraded to Windows 11.
New build in January 2025 I transfered the licence no problem
Another pc here same situation but more recent. The retail key wouldn't re-activate on new hardware
Looking at the screenshot it determines which version of Windows is installed and re-installs that version (rather like the Repair install from Settings does)
Not sure how it would determine the build if it's so corrupted that it can't find anything to work with

Basically yes BUT I had a 'spare' licence from a previous activation failure that MS gave me in the chat a few years ago.
When they re-activated Windows they didn't use the key so it was unused.
But yes if you don't get re-activated and don't have a key lying around you'll have to obtain...
Is your Windows licence an upgrade from Windows 7/10 ?
I had this problem recently. As the licence was an upgrade from Windows 7 which is no longer supported for upgrades, I couldn't activate.
MS were not helpful and wouldn't activate

The update is included in .8737 build released last week. It probably switched to the new emoji service without anyone noticing. It has probably been active since that update.
