Thank you for lending a hand. The Windows "clean" command to wipe the drive failed. Fortunately DiskGenius, free version, helped. I deleted all the partitions on the USB drive, created a new (single) partition, allocated the volume then formatted it, assigning an available drive letter. Yay...
