No, its 100% a feature (not a bug) of windows 11. both windows are max. but it grabs the one behind it but only if I click at the very top of the screen. i hate it.

That doesn't work, now I can move either window at all when maximized. I just want to grab the visible window to another monitor, yet it grabs the window under it.
