I finally figured out what was causing this. I had 10-bit pixels enabled in the AMD graphics' settings. I disabled it and now the remote desktop display is perfect!
I am connecting from a Windows 10 PC (Work) to a Windows 11 PC (Home) latest build, and the image is not right. It looks like it is displaying in 8 bit color for example. I have been using remote desktop for 15 years with no issue and just assume it is a bug in Windows 11.
