Have you tried selecting "Open the Screenshots Folder" in the 3-dot drop-down menu in Snipping Tool?
I am curious to learn whether or not this action resolves to a folder location that you can actually reach.

After reviewing your computer specs in your profile, it looks like your CPU (i7-12700K) actually has on-board internal graphics capabilities. I would suggest removing your discrete graphics card and testing your system's behavior when using the internal UHD graphics on the chip.

You may want to give the Magnifier App a try. It is included in Windows 11. You can find it in Windows settings. I have attached a screen shot. One can setup how the application starts and what level of magnification you desire.
