    I had something similar last week. Mouse cursor was sluggy during startup and the counters in Taskmanager go crazy. Wat helped was restarting Explorer in Taskmanager a few times. Strange ofcourse but everything seems normal now. After the latest update thats gone.

    Yes I did restart! After the test I pull the switch back and restarted again to disable the startup. That also worked flawlessly.
