In case anyone want a fix I found it. go to then on desktop u will see Desktop.ini files, delete them and end explorer.exe and try again. The issue never happened, you can keep recyle bin on deskop and anything else, all normal

Is it possible to set it through GPDIT.msc so every connection would be metered so it won't download updates after a network driver update and such?

which issues, performance, fps drops , microstuttering ? the most issue game I find is company of heroes 3. it would stuttering right from the beginning with fps drops and unstable fps compared when the 109 wasn't installed it was 138 fps limited all the times even on late game

everyone say it works but no one checked the gaming fps issues ? games like company of heroes 3 just example stuttered fps drops to 100-90 and lag spikes like no tomorrow with 109 kb. without it 138fps stable always.
