Most records appear to be infostealer logs, including usernames, emails, passwords, and login URLs.

Yes 24 billion is a lot, but from the article they talk about collections, meaning someone or group likely combining existing breach data. IACs (initial access brokers) will do this and even go as far as testing credentials or additionally testing credentials against other services. This spraying of credentials is called credential stuffing and is surprising effective and is why people should be using unique passwords per site.

Smaller "nobodies" are much more attractive targets. They have little to no security in place and no litigation power to throw at cyber criminals. Also even if you have cash assets for them to steal, they can still take out loans and have other financial impacts on you easily with the right information stolen.

This was mostly from Telegram and previous data breaches with some being from years ago so people most likely were already alerted to change their passwords from those breaches.

It's still prudent to be aware of them and to take action when needed, but it's not worth panicking over. Most if not all Americans have had all of their PII leaked on the net from one breach or another. Credit monitoring and having all of credit frozen are good steps to take to protect yourself from a financial disaster.

Most did as they were notified to change them by whatever entity was breached and logging in was rejected until you changed the password from the email link they sent you.

I have switched to using Bitwarden Authenticator where i can and 2FA for some others.
