    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

There are two files to download, both are .msu. By their sizes windows11.0-kb5043080-x64.msu looks like the 25H2 Enablement Package and windows11.0-windows11.0-kb5063080.msu.msu is the full 25H2 system.

There's also a similar pair for Arm64.

Tested in a VM now. The windows11.0-kb5063080.msu runs to completion and performs an update, not an upgrade (there's no windows.old)....

...but only to 24H2 26100.5074.

However, the apparent enablement package will not run, saying it is not applicable to this computer. :(

From what I see.
The kb5043080 is an old prerequisite which is already installed or not applicable. Not the enablement package.
The KB5064081 is the update to .5074
The enablement package to 25H2 is kb5054156.

I have 25H2, anyone know where to get the enablement package?

On the Release Preview builds, I just installed the 26100.5074 build. After install Windows update said that 25H2 was available. I told it to go ahead and install it. It was very quick, likely since it is only an enablement package. It now show me as running 25H2. That changed the build number...

If this is a complete 25H2 build,

1) how can I create an .iso file from an .msu file ???

2) does Rufus make use of an .msu file to produce a bootable USB flash disk ???

3) when we are reaching end of 2025, can Microsoft find a better version numbering for Windows 11 such as 26V (meaning 2026 version) instead of 25H2 version ???

4) if Microsoft does not change its mind for build version numbering, is there a way for me to change it myself ???

25H2 will be effectively the same ISO as a fully updated 24H2 image with the EP pre-installed. They share the same code base, everything in 25H2 is already hidden in your up-to-date copy of 24H2, but de-activated.

This also applies to 23H2, it's just the updated 22H2 image with a different EP pre-installed.

The Monthly Updates for 24H2 & 25H2 will run in lockstep, just like 22H2 & 23H2 share the same CU's.

To create a proper 25H2 ISO:
- Download a 24H2 ISO, and DISM mount the install.wim or install.esd image.​
- Use DISM commands to apply KB5054156.​
- Commit the changes and unmount the install image.​

This is what UUP dump does for you automatically (it includes the 25H2 EP). If you don't know how to update install images, a number of apps and script toolkits exist to perform this.

If you look at the list of updates that UUP dump includes on build 26200.5761:

Rufus uses its own boot files, independent of MS. But MS has blessed Rufus' boot files by allowing them to be properly signed so it's trusted.

What confused me was the thread title "25H2 Insider build in Microsoft update catalog?". It was a big update (.msu file) for 25H2 insider build and not the insider build itself. That's why I raised the questions. But there is always something to learn from the posts herein posted. Thanks again.
