I have a 30GB flash drive which used to work fine but didn't after a failed effort to install a bootable Linux distro on it. All efforts to reformat failed whether by File Explorer, Disk Management or command line Diskpart. I could create a RW drive but formatting it wasn't posible. As a last resort I imaged a working flash drive and restored it to the problematic drive, fully expecting it to fail, but it restored just fine and the drive now works normally again. Wow!
