On the one non-HP computer in my stable, I accidentally installed an HP program for hardware diagnosis. It has since been un-installed, but on occasion something in that computer reminds me that uninstallation does not equal termination (see image). Any suggestions where I should look to put a stake through that thing's heart?

I'm confused, from what you said I was expecting a popup from HP. I don't see what that web page has to do with an popup from HP.

after the removal of HP software have you checked in >task manager >startup to see if any redundant entries are left
also check in system services to see if any redundant HP services are still active.

i use ccleaner to check these and also do a reg clean afterwards.

Looks like an ad to me. I have two HP computers and I've never seen that before.

Install it again from where you originally installed it then use Revo freeware to uninstall it and reboot.

Scheduled task?

Click on your Windows Start Button.
Start typing "Task Scheduler" and click on the "Task Scheduler"
In the "Task Scheduler" app, go through the folder lists on the left.
If you click on the "HP" folders, it will show the scheduled tasks in the upper-middle panel.
You can select which tasks (or folders) you wish to delete and choose the "Delete" or "Delete Folder" on the right panel.
Go through all the tasks, it could be anywhere.

When does this show up?

I’m guessing there is a scheduled task attempting to run on start-up and run software that has been uninstalled. By removing the tasks, you should stop getting the messages.
Right click on the task and stop it before deleting it.
If you don’t have any HP software installed anymore, delete them all (If there are any that is)

Scheduled task?

Click on your Windows Start Button.
Start typing "Task Scheduler" and click on the "Task Scheduler"
In the "Task Scheduler" app, go through the folder lists on the left.
