Accessing Network Computers With File Explorer

I just added a new computer to my network. The fellow who builds them installed it and set all the permissions that should be necessary in order for me to access it, as I do the other computers in my network. Please see the attachment so you can see the other network computers showing up as I mentioned. The new computer is not showing up there, as it should. I can create a desktop shortcut to this new computer for instance, \\NEW-PC\C , and it will open up and access the new computer in another instance of File Explorer. Please see the second attachment to see this example. Again, both my builder and I believe all permissions are set correctly but the new computer only shows up if I create that shortcut, as mentioned above. Any suggestions how to make the new computer show up just by opening File Explorer without using that shortcut?
