Activate w11 without microsoft account?

Hello,

I did a quick search on the above thread title and nothing came up. I was able to find a great tutorial on converting from a Microsoft account to a local account, but that doesnt quite get me to the finish line and I'm sure this isnt the first time someone had the same question as I.

Scenario:
During a clean w11 install without an internet connection I used the shift f10 - oob\bypassnro method and completed the install clicking I don't have an internet connection. The install was also setup without entering an activation key. The install shows the user that's setup is a local account. I do have a key, and it's time to activate.

Questions:

Is there any way to activate w11 without an internet connection?
If a connection is required, can it be done without having a Microsoft account

If this computer had the same version of windows 10 or 11 on it before, after a clean install it should be activated. Did you check your activation status settings>system>activation

Welcome to this foruum.

Just create the media with RUFUS (rufus-4.9.exe) and save some time. Rufus isn’t only for bypassing requirements. It’s a Windows media creation tool

Download the latest “ISO”

Create the install media with Rufus
- Download RUFUS
- #1 Direct RUFUS to your USB
- #2 Direct RUFUS to the ISO
- #3 should sort itself out if the OS drive is partitioned properly. Your Windows OS really should be partitioned to GPT. Make sure #3 says GPT

(Random web images)

When instigating the creation of the media and clicking “Start”
The following options will show. Select your choices.
- Select Remove requirement for online account, Create local account with username (if you want to)
- With the rest; Deselect/Select whatever you do/don't want (Like TPM)

Click OK then the USB install media will be created on the USB
Proceed to install Windows.

@ Ghot - The tutorial outlines the steps that have already taken, but on step 15, instead of using start ms-chx:localonly at the command prompt, I got lucky and oob\bypassnro allowed the local account to be setup without an internet connection. That local account setup is completed and the system boots to desktop. Status is the OS is not connected to the internet and it is not activated.

@ Antspants - The solution with RUFUS looks like it would do the trick with a clean install. However, as noted above, the system boots to desktop with a local account already (and I already reset my setup preferences).

@ glasscutter - No, while the install is a clean install of the same version that was prevously installed, OS does not show as activated.

However, I noticed that after going to status settings>system>activation as @glasscutter suggested (while still off-line), the option to "change activation code" was there. After clicking on that and entering my code, then clicking activate, the code was accepted. But there was a warning that the Microsoft servers were not available and check my internet connection.

Right after plugging in the ethernet cable, the OS automatically activated and so far with no nag for a MS account.

I don't think it will activate until you connect. If it doesn't use the activation troubleshooter. Using the Windows Activation troubleshooter - Microsoft Support

You still need internet to us the troubleshooter.

If op does not have internet. OP could set a a mobile phone as a WiFi hotspot temporarily. Activation is normally very quick and would only use minimal data.

@ glasskuter You are correct Windows won't activate until connected.

Welcome to Eleven Forum.

The insistence on using an MS account is part of the setup for a clean install. Once Windows is installed successfully with a local account you'll not be nagged again.

Yes, activation is only possible by connecting to the internet. The PC needs to be able to connect to the Microsoft activation servers.

If this PC that you have clean installed had previously had the same edition (Home or Pro) of Windows 10 or 11 installed and activated then it would already have a Digital Licence registered on the MS activation servers and linked to its hardware ID. This digital licence is valid for both W10 and W11. A clean install without providing a key would have the generic key for the edition installed. A generic key will activate from the existing digital licence as soon as Windows can contact the activation servers.

If this PC was a new build and Windows was being installed for the first time, then a generic key won't activate it. By changing the installed key and letting Windows contact the activation servers your PC has now gained a digital licence for the edition of your key. Any future clean install will not need the key, your PC already has a digital licence stored on the activation servers.

I used the same bypass method you did, but I had the number from the Purchase receipt.. If you want to get all licenses associated with the computer, d/l Belarc Advisor. Save somewhere on the PC and put a printed copy on the same place. I typed in the codes and installed WAU Manager before I connected to the internet/

The fly in the "activation servers" digital license is that if you upgrade your motherboard and/or processor, you have to jump through hoops to get back into Microsoft's good graces again.

I had a go-around with them with Windows 7 when I had to replace the motherboard...

Starting with Windows 10 version 1609 MS made that a lot easier. As long as you were signing in with a Microsoft account before the motherboard upgrade at most you'd just need to run the Activation Troubleshooter.
