I have a new laptop that came with Windows 11 home version 23H2. I am an experienced user but am having all sorts of trouble with W11 home.
I resolved most of my problems but there is a persistent one I cannot get rid of.
The "administrator blocked you from running this program".

I've done everything on [FIX] An Administrator Has Blocked You From Running This App

I am running as administrator
I turned off all the smart screen stuff
I installed gpedit.msc
I enabled "User Configuration > Administrative Templates > Windows Components > Microsoft Management Console > Restricted/Permitted snap-ins"
I enabled "User Account Control: Admin Approval Mode for the built-in Administrator account" in secpol.msc

I run the blocked app as administrator. Nothing works.

Any suggestions?

What is the app that's being blocked? Did you download it from the internet? If so, did you unblock the file (or its .zip file before unpacking it)?

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

It is a very old program I used for years. It is running right now on my Windows 10 laptop.
The setup file was not downloaded from the insternet, at least not recently. I transferred it from my own W10 laptop.
Name is MailWasher_Pro_6_51.exe It allows me to screen my emails before downloading them into Thunderbird.

Should I seriously consider downgrading to w10?
I noticed you have a tutorial on how to do that which is why I was asking.
I actually have a macrium backup of my windows 10 laptop including the system, but it is a different manufacturer so the drivers may be wrong for the new one.

You’re willing to downgrade to Ten from Eleven over one program? There are probably other programs that aren’t out of date that you could get, no?

Most recent one, after a reboot it opened up without my entering my password!

What is the app that's being blocked? Did you download it from the internet? If so, did you unblock the file (or its .zip file before unpacking it)?

I installed the unblock reg.
Unblock appears in the context menu.
But when I click on unblock, a windows up and rapidly closes before I can see what is on it and the exe remains blocked.

What state was the program in that you took from Win 10? Was it the installer or just the .exe file?

The version you are using is from 2010. It’s 14 years old. Latest is VERSION 7.15.10

I’d advise you not to use a 14 year old program, not even on Windows 10.

This might work. How exactly did you copy the old.exe file from 10 to 11? Try copying it first to a usb drive in Windows 10, then copy from usb drive into 11. Doing it this way eliminates permission conflicts from the original file.

You can also try activating the hidden administrator account and installing it from there.

That is exactly what I did. copied installation file to flash drive and then to new laptop.

I decided to forget about the old version of mailwasher and downloaded the latest version from Firetrust. That worked so I will go with that.

I tried that.
I think it is trying to access the wrong memory because I get a memory access error.
Funny it worked just fine in W10.

Did that. I'm in my eightees and I've been using computers since the dos days.
I thing it is accessing memory wrong in W11 even though it worked fine in W10.
