IF... you're just using it to "read" PDFs... then you might want to try
SumatraPDF.
It's not at all bloated like Adobe Reader.
It's installation folder is 9.75 MB.
SumatraPDF can read... PDF, EPUB, MOBI, CHM, XPS, DjVu, CBZ and CBR.
Also, keep in mind that 24H2 is "new". It will take a bit for MS to work out all the bugs.

I'm on Adobe Acrobat Reader (64-bit) 2024.002.20991, Windows 11 Home 23H2 current version, no mods.
It starts instantly.
Updated to 2024.002.21005
Also instant start.
