ISSUE
The AMD Radeon display drivers for Radeon GPU's version number 32.0.13013.2001 currently being offered via Windows Update have an issue.
Although the actual drivers appear to work fine, it isn't possible to download and install the AMD Radeon Software Adrenalin Edition either from AMD or via the Microsoft Store. Without this software it is of course impossible to change any settings for the GPU.

Resolution
Setup a Group Policy in Windows 11 to block all driver downloads via Windows Update.

That's what I've been doing since W7. Although those drivers from MS are all supplied by respective manufacturer, they are most of time "stale" by long time and basic without much details. They also tend to cause problems when updated to those from manufacturer. Using DDU to cleanly remove drivers is best option.

I usually disconnect the PC from the internet for the reboot.

I'm no longer offered AMD driver updates via WU (thank god!) Two AMD laptops. One bought July 2021 and the AMD software no longer gets updates. It's stuck on version 23.?? so I assume no longer supported. Trying to manually installing the latest 24.12.1 and it checks the machine and only offers to refresh install the 23.?? driver. Can't remember the exact software number.
The newer laptop (April this year) updates via the software with no issues.

Yep. Disconnecting the internet during driver installs is good. But if you don't block driver updates included in Windows update... the offending driver will just come back.

I don't have GPE on Win 11 Home, and I always edit the registry directly, anyway.
It shouldn't make a difference, if you use GPE or the registry... but even if I had GPE, I'd still use the registry. :cool:

For anyone with Windows 11 Pro there are a number of possible options for device installation management in the Group Policy Editor. Some of these options are a bit draconian for most users. But worth knowing about.

The other way to do it is just use WAU Manager (Windows Automatic Updates Manager) which will disable Windows Update so all updates will go through WAU Manager which you decide to install or not. Works wonders for stopping Windows Update from replacing the Intel UHD Graphics drivers. The group policy will completely block it while this gives you a choice to install or not as sometimes it may offer you something you may want.

I'm no longer comfortable with WU pushing out driver and firmware updates as much as it does now. Particularly with firmware where usually WU only provides minimum amount of information about the update. Hence the Group Policy shown in my post #8 above being now enabled.
