I don't own a surface but according to the web Surface laptop devices have a built-in battery charging limit feature in the UEFI menu. Once you’ve booted into the UEFI menu, choose Boot Configuration > Advanced Options and toggle Enable Battery Limit Mode on.

Such utilities are pre-installed by the computer makers. They are not things you can find elsewhere.

Do bear in mind that there has never been any published data to justify charge-limiting for lithium batteries [which is a generic name we use for the many battery types-technologies containing lithium].
There have merely been conclusions & what are claimed to be data extracts that are not attributed. It remains perfectly possible that such articles based their conclusions on data about NiMH & NiCd twenty years ago and have merely crossed those terms out and written lithium in their place.
Some users have reported that the latest version of Dell & HP power management utilities no longer have the charge-limiting modules that they used to have.
Dell Tech sp even published a guide in which they stated that charge-limiting has no benefits. Unfortunately, Dell did not provide any data to support their new opinion.
I'm partway through a test of limiting charge to 80-90% on my main computer. My interim results to date do not show any change in the rate of degradation of their ratios of Last full charge / Design capacity.

Hi,
Not sure why it would be needed charging cycles are counted no matter if it goes to 100% or lower just like cell phones
So by three years you'd likely be close to battery cycles limits anyway by then and on borrowed time.
