Mozilla still hasn't fixed the "buffering" issue with Firefox... or Google keeps bringing it back, one or the other.
Are there any "portable" browsers out there?

i use vivaldi as my main Browser it does the lot, web, email, online calendar and works on everything computer, phone, laptop.
i am still trying to get it to wash the dishes but im not quite there just yet with that.

Are there any "portable" browsers out there?

I'm using two such browsers - Firefox Portable Developer edition (you can configure this edition in ways that Mozilla blocks in the normal edition); Brave Portable (accessible download through portappsdotio).

The Firefox edition download here is accessible through portableappsdotcom.
The Brave edition here is updated by the github developers somewhat infrequently but this is an advantage in my view, as you then avoid being constantly pestered with pointless updates.

It's a downloadable compressed file that can be decompressed into a folder and the executable file in it is double-clicked to run. No support files have to be installed in Windows, icons don't need to be created and menu items don't have to be made nor permanent [usually] Registry entries made. Portable programs can be stored on USB Thumb drives for portability and ran when needed on any computer, handy for techs and others 'on-the-go'.

Understandable, I have a client with familial tremors/shaky hands. In addition to the option of changing the left button action to a single click I have at times used right-click and Open or highlight the file and press Enter.
