Maybe so, but when you're only a web surfer, it's really hard to tell the difference. If I were doing CAD Work, I would probably see some difference, but I'm not really sure.I have found, running Windows 11 on fairly modern machines (TPM2, native NVME, UEFI bios, DDR4), results in the OS intelligently optimizing performance, to a surprising extent.
