Start by verifying that you can run the batch file from the folder in which it is located. Type in path_to_batch_file\h.bat.
Example: C:\MyFolder\h.bat
As an alternative, you could change to the location of the batch file and then try to run it. As an example, if the batch file is located on C:\MyFolder, do this:
C:
cd \MyFolder
h.bat
If that works, then the problem is simply that the batch file is not in your path. You need to either specify the full path to the file as we just did, or add it to the path so that it can be found without the need to specify the full path to the file.
If that does not help, report back and we'll explore other possibilities.
EDIT: If you were trying to change drive letters when you typed "h", you need to add a colon like this:
h:

the actual problem i think i changed some registry settings like that
CD \Users\iruba\onedrive\desktop
dir 02.bat
