On the new computer I am setting up, I went to Windows Tools-> Services, found the Windows Update services, killed the service and disabled it. However, after rebooting the computer, it was running again. So the second time I ran Windows Tools-> Services as Administrator, killed the service and disabled it, but after a reboot, it was running again.

How the BLEEP can I kill this POS service so that it never runs again?

Just a guess but possibly it's in the Task Scheduler. Did you check there?
