Bind IP Configuration to a specific USB adaptor

Is there a way to bind IP configuration to a particular physical USB ethernet adaptor? I want to have two USB adaptors, one that is set for DHCP and another that is set for a static IP on a separate network I occasionally need to connect to. I want to be able to label the adaptors as either DHCP or with the static IP, and plug the one in I need with the correct IP configuration, rather than using a single adaptor and constantly changing the IP config on it. I can sort of achieve this with both adaptors plugged in, but then when I unplug them and plug them back in a different order, the IP configuration swaps between the two. Is there a way to tie the MAC address of the adaptor to a specific IP config?

I'd probably use a PCIe Ethernet add-in card to maintain a static IP rather than the changeability of a USB port. Also of consideration is the difference in power supplied to the adapter between USB 2 and USB 3. I keep a USB Ethernet adapter on hand for portability in testing but have used a PCIe card a few times when the onboard adapter failed.

Sorry, missed about the computer part, have gotten too jaded by folks not filling in their computer system with more than just the OS.

I'd consider making the internal adapter the static [what never changes] and the USB adapter the DHCP.

Sadly, this laptop. like most modern ones now, has no internal adaptor.
Would it work to make the internal Wireless adapter the static IP?

I got this Dell Vostro 3400 2 years ago and after unboxing it thought it didn't have the Ethernet RJ45 port but a port that looked like USB actually had a spring-loaded part that open to reveal a regular size port.

The static network I need to connect to has no wifi access. It's a dead end VLAN used for AV gear.

Just looked up the specs for your machine and it is … basic. I don’t know you could buy a PC with such limited functionality. Essentially you have WiFi and 2 x USB ports and that is it.

I think you will just have to live with the potential for USB IP addresses to change, or buy a laptop with a better spec - possibly better if you are using this for support, possibly being paid for the support you provide.

Not sure what you mean by basic. It is faster, has more memory and a bigger SSD than yours and one less USB port and no on board ethernet. Hard to find laptops with on board ethernet now. Anyway, not an answer to my question
