Probably not recommanded but it's how i download files that defender blocks

Open Regedit and go to

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Attachments

Right click on "ScanWithAntiVirus" and change the 3 to 0
