Blurry font in Windows Settings panel (Win+I) – need to boot twice, why?

There are numerous posts about Windows 11 and "blurry" fonts in some Windows panels, both on ElevenForums and elsewhere.
There are also many "solutions" on the internet, but what if they don't work?

I also reported an issue with Windows Settings (Win+I) immediately after boot: Windows Settings - opening in a small window right hand top corner, why?

I am becoming increasingly convinced that it may be related to the timing between the default motherboard GPU driver and the dedicated graphics card driver. In the case of an Intel motherboard, the Intel GPU driver (with standard quality) might sometimes load slightly earlier than the dedicated graphics card driver.

In my case, opening Windows Settings (Win+I) immediately after the initial boot causes it to appear as a small window panel in the top-left corner. That panel has no [X] close button, and resizing it leaves an empty blue space that can only be populated by pressing Win+I again.

Most (if not all) blurry fonts disappear after a reboot. Win+I then opens normally, complete with the [X] button. I have no idea why this happens. Perhaps on the second boot, the dedicated graphics card drivers (NVIDIA in my case) are loaded from cache and manage to load before the Intel GPU driver? Again, I am not sure.

The fact remains that if I boot my PC twice, everything works fine.

I would be curious to know whether others can confirm this behavior.

You could try the solutions you found online.
Also, AI seems to have multiple possible solutions; I just asked AI about your post, and it gave some good suggestions.

please try
settings > personalisation > fonts

at the top in that window is 'Related Settings' click that
on that menu is 'Adjust ClearType Fonts'

tick/enable 'Turn on ClearType'
then at the bottom of that window
click 'Next' then follow the prompts to set ClearType Fonts up.

Look at your Services.
There are many Services that have a delayed start.

For example, right after I boot or reboot TranslucentTB (clear Taskbar), takes about 5-6 seconds to kick in.
This is because some Services have delayed start, and it takes the computer 5-6 seconds to get it's sh*t together.

Some Services take even longer to start.

I would test, by rebooting the computer and waiting say... 15 seconds and checking if you still see the problem with blurry fonts.

If you have an Nvidia graphics card, enabling MFAA globally can cause this

Yes I did and also I had a very extensive chat with AI, but all 'solutions' so far were in vain.
In the end I gave up. I noticed that blurry font mostly disappeared after booting twice, so I let it rest.
But then again, after some time I wanted to bring this up again.

I did have a look at the services, but none of them (delayed ones) are related to this.

In my case MFAA is disabled.
Must confess: most, if not all, settings there - haven't the faintest idea what they are about.

I don't mean it could be a directly related delayed start Service.
Windows has it's own priorities about what order it starts ANY of the Services.

What I'm saying is... are you sure you're not just... checking too soon?
Do you have the same issue if you wait for say 5 minutes and then check?

I mentioned TranslucentTB because, at least on the previous version, if I didn't wait the 5-6 seconds for it to turn ON... I had to reboot again, for it to turn ON at all.
