OS
Windows 10 Pro
SSD (no spinner), but the normally vertical optical drive would now spin horizontally.

Any long term issues? (not just concerning the optical drive)

The optical drive should work fine, just a little trickier getting the disk in. Just dont cover the vents and make sure that nothing is loose inside. There shouldnt be, but I'd listen carefully when moving it and open it up if I heard something inside slide, move etc...

It's doable. As mentioned, be careful with the optical drive.
The rest of the hardware should be fine... better in fact.

Another consideration would be cables and spinning fans. Make sure the cables won't droop into a fan somewhere.

Many SFF and UltraSFF machines have feet of some type to allow vertical or horizontal placement. SFF=Small Form Factor
Many offices and banks use them mounted in brackets on the back of monitors to save space. I have one of that type with Win7, came out of our hospital when they upgraded. As for the HDD, back in the IDE days [same as PATA] of drives before the 1GB it seemed to be important to format them in the mounted position in the case and how it would be oriented on a desk or the floor when in use.
