Can I change the text color in a desktop icon

Is there a way to change the color of the text in and Icon. I can change the name but can't figure out how to change the color of the text. I have a light colored photo for background and the icon text is white which makes it hard to see. I have windows 11 (24H2) and is up to date. any help greatly appreciated. Thanks in advance.

I use this site to edit the colors of icons. Just upload your icon to it and pick the color, fill in the blocks, and save the new icon. Icon Editor - Create & Edit ICO Files Online | RedKetchup
