Techsoup is an authorized seller of volume license software for non-profits. Before I was allowed to buy software from them I had to send them proof that our organaization was a 501(c)(3). After I did that I bought Microsoft software and received MAK keys from the Microsoft Volume License Center. Note that since our organization is small we didn't have a domain email setup so I used an regular Microsoft account I created for our organization.

Things changed a few months ago. For volume license software Microsoft now requires either a work or educational email account. Right now I don't know how I am going to get around that.
If MS doesn't want people using MAK keys, they need to go after the companies selling the OS or Devices that come with a MAK key.

I'm not even sure MS really cares. I think that they are more concerned about getting as many devices as they can, running Windows 11.

Don't forget that you can activate Windows 11 Home with any genuine Windows 7 Home Premium or Windows 8 Home or Windows 8.1 Home or Windows 10/11 Home key as long as you haven't reached the activation limit (2-3 times). Similarly you can activate Windows 11 Pro with any Windows 7 Professional or Windows 8/8.1/10/11 Pro key. If you have activated any version of Windows 10 before on that computer you have a digital license. Every time you reinstall Windows 10 or 11 same version this license is detected in Microsoft server and will activate automatically. So there is no need to use any workarounds. Be legit. If you have an old computer or laptop you don't use, you can get its Windows key and use it to activate your other computer. If you have reached the activation limit you may contact Microsoft to activate by phone (unless the key is illegal and blacklisted).

Our non-profit has a domain but doesn't have email set up for it. For example, if our non-profit had the domain abc.com then the email would be something like bsmith@abc.com. This is the type of account Microsoft requires for access to their Volume License Service Center. Microsoft accounts are no longer acceptable to them. They told me there are no exceptions.

I'm not even sure MS really cares. I think that they are more concerned about getting as many devices as they can, running Windows 11.
That may be true for retail but not for volume license software. They are activated by totally different servers. Volume license software keys when used by the original purchase could use the same key a number of times with no problem. If they exceeded some limit they could probably contact Microsoft to get the limit increased. If these keys are sold online there is usually no problem if the seller doesn't get greedy and sell too many copies. If some limit is exceeded then volume license license servers will automatically detect this and possibly block the key. This is the only way Microsoft knows when one of these keys may have been illegally distributed. It is not that they don't care its that it is not worth their time and expense to do anything more about it.

The Windows 11 Enterprise Evaluation is meant to be used by computer professionals for business purposes. It is free to use for 90 days. On their website they say:
This evaluation software is designed for IT professionals interested in trying Windows 11 Enterprise on behalf of their organization. We do not recommend that you install this evaluation if you are not an IT professional or are not professionally managing corporate networks or devices.
Note they only say "recommended" use. To me that means that they are aware that some people might want to use it for non-business use but are not going to do anything about it.

I think that to MS, having as many computers running Windows 11 is their top priority. If not, I'm sure they would crack down on these companies.

It's not 1995! Back in 1995, yes Microsoft let Windows 95 leak to increase their user base. Today in 2022 they have the greatest user base of all the major OS All Linux distributions and Mac OS users are much less than all the Windows users, so they don't have to let anyone install Windows 11 to increase their user base. If they wanted to do so they would remove the tight hardware requirements and let any PC with a 64-bit CPU to run Windows 11. They would even release a 32-bit version for older systems.

Really I have never heard that they leaked Windows 95. However, in March 1995 they sent beta copies of Windows 95 to anyone that wanted to try it. I was one of them. I eventually bought two copies of Windows 95 because I was tired of all the bugs in the beta version. The beta version even killed my computer monitor so I had to replace it. That is because the beta version listed all resolutions even if the monitor didn't support them. I accidentally set the resolution so the the timings were beyond what the monitor was capable of. The release version did not do this.

Windows 11 has stringent hardware requirements for security reasons. If they relaxed the requirements they would negate those reasons. I can't see them doing this.

Windows 11 code is developed with 64-bit code. They would have to go back and develop a 32-bit version. That would cost a lot of time and money so there is no way they are going to do that now. Besides, most computers sold today have at least 8GB RAM. There is no longer a need for a 32-bit version of Windows 11. Also, most older computers that are able to run Windows 11 that don't have at least 8GB RAM can be upgraded to that or more. Again, there is no reason for a 32-bit version of Windows 11.

Whether it's worthwhile or not is a moot point but one can actually by a retail version of W11 Enterprise -- however using this in a home environment has zero advantages over W11 Pro.
