Can i make a bootable win11 iso don't have these enabled?

Be disabled the:
Secure boot
Tpm 1 & 2
No internet connection needed.

How i can make a bootable iso of for example 23h2 have all the above disabled?

I know for the command i can enter during installation but i want to be more automatic and doesn't need to put that command at all.

download the latest Microsoft ISO
use Rufus 4.5 and choose ignore tpm and secure boot
create usb

A bootable Windows 11 iso creation can be performed on most Windows computers.

So is there any program i can make the latest 23h2 win11 iso file don't have all the above?
The rufus doesn't create a bootable iso file only make a usb-hdd bootable.
I don't want that.

select Microsoft iso with USB stick inserted
slected start then
remove requirement for 4GB + RAM, Seccure boot and TPM 2.0
remove requirement for an online Microsoft account
click ok

No i don't want that to.
I just want to be able to install win11 at any pc without the above and without needing to add an account at these win11.

Rufus doesn't create bootable iso file.
Only create bootable usb - hdd or flash disc.
So.....

You can not boot from an iso file.You can only boot from bootable usb drive that is created using an iso file.. Rufus creates this drive and makes it bootable. As was pointed out, you will need to create Rufus bootable media using another computer other than windows 7.

Yes you can if you write it at a dvd disc.
And please stop suggesting rufus. Is not the correct program for this work.

I'm sorry it's been so long since modifying the ISO file to bypass the Win11 restrictions I'm having to look it up again. Though I wanna say that Microsoft may have gotten around the ISO bypasses but can't remember anymore.

Try this one. This shows how to modify one specific file in the ISO. Then you should be able to burn the ISO to a bootable DVD.

Excuse me??? I will suggest what I feel is appropriate for the given question. Going by what the OP asked in his first post, the advice was entirely appropriate. Several posts with clearer information overlapped so we were posting at the same time
In a later post he said he wanted to be able to install on any computer. Therefore he needs a universal iso. Not all computers have dvd drives. . A usb drive will work on any system.
