Maybe they're just having a server problem at the moment.
You have to download an offline installer, for it to BE a usable offline installer.

The (supposedly) offline installer is the one from the primary chrome thread here, what I believe they call the alternate installer. Still having the same issue this morning. Should have tried this first, but will reboot and see if that changes anything.

One of these days the tech will get so advanced, that if we.. break a leg we'll just be able to... reboot. :D

I had a similar problem last week when I had updated to 116.0.5845.111 from Chrome. I had noticed that Chrome needed an update but was ignoring it for the moment. Then my system started to lock up. I could not select anything from the Windows Menu and I started to hear my fans coming on. The only thing I was able to start was the task manager, and saw 100% CPU and Disk usage. It appeared that a Windows update was downloading, but I was also seeing about 15 - 20 instances of "task manager". So I started stopping some things. I first stopped the Windows update download and then started stopping the instances of "task manager". When I finally stopped the last "task manager" the task manager went away. That was kind of expected.

After all that, the computer calmed down and everything worked again. When I looked at Chrome, I found a message that said "something had gone wrong". But, yea, I had guessed that too. I left it like that for a day or two and everything was fine. When I finally rebooted, I received a Windows update and Chrome also updated. I don't know what the problem was but, now, it seems like nothing happened and everything is fine.

I updated to 116.0.5845.141 from Chrome, just before I posted this, and it worked just fine.
